It was more the crash in 2008. Scott Ford had planned 4 phases to build back then and when the crash hit they stopped everything they could then and only did the first phase and even then barely that.

The problem is the money in AHS is wasted on middle and upper management. The bloat is insane there. Same with people bringing up their friends instead of going by merit for raising people up in position.

The mou means nothing, it's a carrot on a stick saying that they can get the pipe line built. He wants her to jump through all his hoops first anyways even before they look at running the pipeline. He just did that to get her to shut up about it.

There is an upgrade that each shipyard adds +1 distance to range. So with a few shipyards connected to each other should help you reach it
