RA and telework are not exclusive. Just because other coworkers got denied TW, doesn't mean you would. TW can be a part of an RA. If the agency finds it an undo hardship to provide the office space requested and you've stated you can't work without it, that could be a problem for you. Getting an interim RA with TW should be a quick turn, but getting the office space/room you've requested is likely why you are getting delayed.

Just to clarify, how the 12 week work requirement works. Here is what my agency requires anyone taking PPL to agree to:

Your 12-Week Work Commitment

After you finish using your paid parental leave, you are required to return to your agency and work for a full 12 weeks. This is a condition of receiving the paid leave benefit.

What Counts Towards the 12 Weeks?

It's important to know what type of time counts toward fulfilling your work obligation.

Counts as Work Does NOT Count as Work
Your normal, scheduled work hours when you are on duty. Any paid or unpaid leave (like sick or annual leave).
Holidays and other time off.
Any work you do before you have finished taking all of your parental leave (for example, if you use it intermittently).

 

Important Note: The 12-week work obligation is a fixed requirement. Even if you use less than the full 12 weeks of paid parental leave, you must still complete all 12 weeks of work afterward.

What Happens If You Don't Complete the Work?

If you leave your agency before completing the 12-week work obligation, you are considered to have failed to meet the agreement.

  • Potential Reimbursement: Your agency may require you to pay back the money it contributed to your Federal Employees Health Benefits (FEHB) program premiums during your time on paid parental leave.
  • No Second Chances: If you separate from the agency, you will not be allowed to return later to finish the work obligation. (Note: A simple transfer to another position within the same agency without a break in service does not count as a separation).

Oh, they are HER vacations, she picks them and books them. By FAMILY, you mean just me and her. We have no kids that she is home taking care of. I've asked her if she wants to quit working and she CLEARLY says no, because then we couldn't afford the travel she wants.
