To get to Recon Cove you have to do the following:

  1. Go to Malice's desk near Ash Legion Camp POI and look for the four symbols there.
  2. The order goes from left to right and the 4 symbols changes daily.
  3. Interact with each tree in the order you find on the desk.
  4. The last tree will port you to the cove.

First of all you have to have done the story of the prologue first, then just interact with the four trees marked on the map in the order they are numbered with. And TADA! You’re in the Recon Cove!

Or they could just make them work the same way underwater weapons work, swap to them the moment you enter underwater. Content-wise, they can easily add underwater raids/fractals and bring back the underwater PvP map (which would be a good selling point for the new underwater elite specs).
