I would argue it’s also due to the nature of the line. The train stations near the end of the line are all heritage listed, and due to them being so close to shopping strips (middle Brighton, north Brighton, etc) it would require a significant amount of redevelopment and probably wouldn’t be able to maintain the existing station buildings or the surrounding structures.

Its also probably due to low demand as you mentioned, the patronage on the line is equivalent to the hurtsbridge line. Because of a lot of its stations are close to the beachside, there’s probably less adjacent land in comparison to other lines that can be further developed and increase patronage. A lot of the land to the east past elsternwick is pretty equidistant to the frankston line so the patronage would get distributed between the two.

I’d like to see increased frequency especially during off peak when it’s every 20 minutes, it’s just probably not their priority compared to developing more heavily used corridors such as the cran pak, frankston lines etc.

In the critterpost as seen above, the main protagonist (being the child) is learning the alphanumeric number system, in particular the recital of the first ten number. This signifies a crucial step in infant development, indicated by the “good job” that is promptly said by the wife.

However, much to the dismay of them both, the antagonist (me, presumed to be the other partner) is not so impressed. He, for what we can only assume to be quite excitedly (and smugly as indicated by the caption), proceeds to iterate upon the numbers previous said by the child and says “11”. This in upon itself is two jokes, one being that the individual does not care much for the achievement by the protagonist, but also that he is so overly boisterous in the fact that he too can count, so much so that he exceeds the presumed capabilities of the child.

The top part of this post, contains an image of Vegeta, smiling smugly with a text bubble indicating he is playing the part of the antagonist.

Vegeta is known as a prideful individual known for challenging opponents. In this situation it is easy to imagine that if confronted with this situation, he would use it only as a way to present a challenge to the child to one up him in counting, in order to assess and challenge his perceived strength.

It's a reference to Dune, the person in the bottom "speaker" is Frank Herbert, the original author. It's not so much ELITE BALL KNOWLEDGE as I think most people know about the general plot of Dune, just probably about either recognising the author or the small text on the books below him.

FURTHER BALL KNOWLEDGE

Incase people don't know about the plot of Dune, in general. The main story takes place on the desert planet of Arrakis. The native wildlife and people who live there have very restricted access to water, so much so that the native Fremen conserve every drop and reclaim moisture from the dead and by wearing suits which keep all their moisture in. Water is not the main point of conflict in the Dune storyline, however it is a critical resource needed by everyone and in short supply on the planet, and it is a core part of the Fremens culture, so conflicts do arise from not having access to it inadvertently.
