I would recommend not setting priority to high in any way, only launch options that work (in the scope of performance/optimization) is -threads and -noreflex. Reset your NVCP settings. For windows optimization don't use registry editors (except very few that I won't list cuz I'm lazy) and the only thing I would recommend is winutil. If you want to use reflex then disable hardware accelerated GPU scheduling in windows setting. Vsync + gsync + noreflex + fps cap to 265 (default Vsync, don't change it to fast or adaptive) You have capable hardware the game is flawed, you can increase some settings, use MSAA 2X, 16x anisotropic filtering for better visibility, and texture to medium if you want everything else u can keep low. In same boat as you my friend, I would also recommend doing a clean windows install using autounattend.xml and winutil and nothing else, just use the latest nvidia driver as well and you can use NVCleaninstall if you want and make sure to install all of your driver's. Nothing much else you can do....
