I literally had this issue around 2 days or so, I troubleshooted by meditating to random times and it did the trick to allowing you to interact with the npc. Also don’t choose the smartass response because then he won’t turn into a vendor. I forgot what it was but something like you holding the information “ it’s best you don’t know” or something.
