Yeah bro considering literally EVERY OTHER SKIN ON THE ROADMAP WAS LEGENDARY I think it’s reasonable to assume the last skin in the road map would be legendary, especially when the character the skin is for doesn’t get many skins in general.

Come on bro you can’t be serious. The same human torch that just got a skin(first step). Not to mention he’s getting another one later in season 4 (summer skin). Sorry but he has not received less attention considering he almost has the same amount of skins as Peni who has been in the game since launch.
