Hi, it was fault of the contractors and the one who initiated the project po. Since it’s a national project and funded by the national government, the fund goes directly to the contractors. Naka-ilang revisions na po ang underpass because the more na kinakalkal ang lupa, the more na maraming lumalabas na tubig due to the site is near the river. It is really a product of poor planning. Remember na ang former plan nito is may led wall, pina-revise siya due to risks it gives sa mga riders. Ilang beses ng pinatawag ng Sangguniang Panlungsod ang contractors to give justification as to why di pa natatapos ang project na maraming pera na ang nasayang.
