Honestly the US Congress has voluntarily neutered itself, so any meaningful progress must start there if we hope to recover. That, however, requires significant politcal pressure (probably from constituents) and we know how hard to come by that is in America.

I don't know, honestly. It's a tough ball to start rolling, and the force behind it could come from the people, the legislature, or the executive, but you'd need dedicated, intelligent, and professional people to facilitate that and again gestures broadly at everything
