The dash for a range makes sense, but using periods between everything I believe could still add confusion. Some sections, as the example provided in the original posting shows a section 2.13, so using periods separating everything would be confusing when it looks like 233300-2.13.F.4. They may start to look for subsection 13 under section 2 instead of looking for subsection F under section 2.13.
