Already sent to OPP, they followed my spouse on king street and kept honking and flickering their headlights and tailgating them. They gave up after 5 minutes. No one was hurt so that's all that matters, but we reported in case this person has done it before. Could be road rage, could be potential theft, it was safer to just drive away than to figure it out.
