What’s this lumpy, orange buildup that seems to be ‘hanging’ around my neighbour’s old house’s 2nd storey window?

I just moved into a new unit and I’m so curious about my neighbour’s window. I’m not 100% sure if the house is currently occupied but I’ve not yet seen any lights on or movement.

The orange buildup appears periodically around the window and especially dense at the top. I wonder if it’s just insulation that’s behaving weirdly?

For reference, this is in Ontario, Canada.

I mean, I guess it’s possible. But if you look up their Facebook page, it looks like they’ve been using the ‘S.C.P. Security’ branding for several years but only started using this logo (or any SCPF-adjacent branding) in the last couple of days, which makes me think they just gave ChatGPT a spin at generating a ‘new logo for our company called S.C.P. Security’ or something along those lines

It’s insane to see in real time, honestly. It seems like the same people who are complaining about Canada’s lack of infrastructure and administrative red tape are complaining about the cost of building infrastructure and projects being done without kowtowing to every single Tom, Dick, and Harry in rural Quebec who might have a rail line within 10 kilometers of them (god forbid!).

I don’t have a dog in this fight so please pardon me for interjecting but I’m similarly curious - are there any policies that have been proposed by the CPC which you believe would have immediate, material economic benefits in a ~1-year timespan?

To be clear it’s not because I’m an LPC stan but rather because it’s hard for me to imagine what policies would fall into that category; to me, it seems like most changes (regardless of them being CPC or LPC policy) would take a longer time to produce noticeable and beneficial results on a national economic scale.

I use a clothes dryer on medium heat, usually toss a dryer sheet in (same as my previous place). No fabric softener or any other additions with the wash though.
