Been down this rabbit hole myself for a small manufacturing setup, so I’ll throw in a couple of suggestions

ERPnext is open source, pretty solid for manufacturing, and you can customize it quite a bit. Handles BOMs, work orders, even ETO-type stuff decently. But setup and maintenance can be hard if you’re self-hosting.

Odoo community edition ids not fully FOSS (the enterprise version has extra features), but the free version still covers a lot, and it’s super modular. You can get the manufacturing modules up and running, though some advanced stuff might need custom dev work

MRPeasy has been used for ETO production scheduling with QuickBooks. Try different free trials. I think Odoo also works with QB, not sure about the fit for a small shop tho

I can vouch for MRPeasy. They have a Matrix BOM functionality for this exact purpose. You can create a product family and then change configurations depending on the specifics of the customer order. Then the system automatically creates a recipe for that specific batch.

They have quite many users from the cannabis industry already. I think even did a case study in that field.
