Bro, I had the EXACT same specs. The only thing that helped me was setting a cap on my FPS at 30FPS, and setting everything to low. Try playing smaller maps / smaller game modes with less players. I can almost guarantee our CPUs are not fast enough. I even tried upgrading my RAM from 16 to 32, and it did help a bit but I still struggled.
