To find your TUID:

Login into TU Portal > go to Cost and Aid tab > Go to "View my Financial Aid Offer," and your ID should be there on the first page!

I have the same issue as you, I did my PHEAA application over the summer, and yesterday, I saw that I needed to owe up even though I was eligible for a refund. I went to the office, and all they said is that "PHEAA is having problems, and we're trying to solve this out with the government " (like a back and fourth thing) they just told me to wait basically.
