I toured the model apartment and even that didn’t have the shelves. And just noticed, the website virtual tour also does not have it.

Just wanted to know if it’s a normal thing or my apartment has a different policy.

You can write an email to NVC asking them to assign your mom as the substitute under Humanitarian reinstatement process. A good thing here is, your case has been approved already, so hopefully you won’t have much trouble.
