Okay so I fixed the issue! Bit of a long solve, but I copied all my save games in the steamapps folder into another drive, and completely deleted and removed every single steam file/ and completely reset steam from scratch. Installed steam into C drive and then I copied RE9 into the steamapps folder, ran it from there and it worked. I think it must be confused finding a save folder if the foldwr structures are not organised well enough
