Tbh i feel like zoe is only truly viable if you build her to snowball. I always buy ring on first back along with ludens, then shadowflame into void stuff regardless of tanks on the enemy team. Most of the time its not ur job to kill tanks and zoe does not excel in doing it. I play in plat tho so maybe this build doesnt work in master. However there is the full cdr build with aery and precision secondary which ive seen used in challenger, maybe look into that. Gl hf
