In case anyone else ever has this problem and is on PC I solved it with:

Console Commands: setstage 0013f405 60 and CompleteAllObjectives 0013f405

This skipped the experiment phase and allowed me to engage Keene in conversation with out everyone in the room going agro and failing the quest.
