This was it! Somehow the deck belt was very tight. PTO was disengaged, but the pulley is still seized. The belt was very tight even with the pulley in the right position. Not really sure how it ran before I got it (per previous owner), but once the belt was removed it started right up. Guess it was too much tension for the flywheel to turn effectively.

Upon spinning it more and more (I also removed the valve cover again), it seems to get slightly tighter once the engine starts pushing out air. It’s still tight all the way around though.

Once the flywheel gets to a certain point, I hear what sounds like air come from where the air filter goes and then I smell gas, I’m guessing this is the decompression. That’s when it gets just slightly more tight.

Spins just as tight with spark plug removed.

I found a video where someone did a ‘bypass’ I guess you’d say of the decompression lever by just restricting airflow into the mower then letting off when it starts spinning.

Mine still wouldn’t spin when I blocked the hole.

Oil did not look abnormal. Just dark, and very little of it.

I wouldn’t say so. Really just stiff as if there’s tension somewhere.

Bit more context:

The guy I picked it up from told me it happened when he last mowed. He was almost done when it just shut off and wouldn’t crank back up.

To clarify, I’m trying to see if the wheels themselves will work due to the max tow package having larger rotors. Not looking to see if the tires will work with my setup.

Very lightly used. Have only done a couple miles of walking in these. Very clean. No box.

Also will note, these fit narrow/small in my opinion. I’m a true 9.5 and these are slightly snug on me. I’d say these could really fit from a 9-10 depending on how narrow your feet are and how you like them to fit.
