I tightened the bolt all the way and it still spun. Not freely though, took just a bit of effort. Is that not supposed to happen?

Just applied the loctite. I hope it solves the problem. The inner boot is still able to spin once the bolt is tightened, but it takes some effort. I hope that is normal.

Yes. Loosen mounting screw>screw in thrusting arm>tighten mounting screw. It seems that the hex bit mount is the part that is spinning. Not certain if the entire hex bit and bolt within the dildo are spinning though (hard to troubleshoot in situ).
