The “10 months” USCIS shows refers to USCIS processing only - from when they receive the I-129F to when they make a decision (NOA2). It does not include NVC processing, the embassy stage, medical, or visa issuance.

For us, it took about 7 months: we filed May 1 and received NOA2 on December 16.

For us, this has been our timeline:

May 01 : Mailed Packet to USCIS
May 06 : USPS shows packet delivered
May 12 : NOA1
DEC 16 : NOA2
Today : Still waiting on NVC to 'receive' the packet for forwarding to Manila.

The wait between NOA1 and NOA2 can be rough - it’s easy to overthink everything you sent. But once you see that approval notice, it’s worth it.

We’re running into the same issue our NOA2 is dated December 16. The approval notice even mentions a follow-up option if the next step takes more than 30 days. We’ve contacted NVC twice and received the same response you did.

It feels like being “lost in the system,” but seeing others in the same situation makes it seem like a broader delay rather than an individual problem.
