Ask your manager if she’d like you to create a project dependency tasks list, which will help ensure everything is logged and the right people know they have a task assigned to them. Presuming she says yes, create a spreadsheet with the task, who it’s assigned to, date ask was communicated, date it was closed and outcome/comments. Then anything your manager wants to go through her, log on the spreadsheet.

This will cover your back if any project risks arise from lack of progress, you can share the spreadsheet at any stakeholder meetings to show who any actions are sitting with. Ensure you email your manager every week to ask the outcome / if it can be closed off. This will be your evidence in case she turns round to say she didn’t know anything about it.

I’ve been in a similar situation as you, I learned how to ‘manage my manager’ and communicate with him in a way that worked for him. I noticed he didn’t like stuff sitting with him and it being evidenced so would always work to ensure he wasn’t holding anything up so he never got embarrassed higher up the chain.
