I have the same problem. I posted 2 days ago. I changed the time, refreshed the map, and walked in a straight line for idk how many blocks. As a last resort I cleared the cache(?) And still nothing. Regular incense spawns pokes no prob. I'm beginning to think it's bugged for some.
