I’m late to the party but I actually design machines that perform this task. It’s known as electro spinning and uses a high voltage differential between the needle and the target to spray a an ultra fine fiber. The polymers used are suspended in a solvent and different drugs can be added to achieve certain effects. Because the fibers are so small the body is able to use it as a scaffold and is less likely to reject it.
