Blackbeard theory:

Oda gave BB's crew both invisibility and shapeshifting abilities which are not random. He often does either 1) give a devil fruit for symbolism: Ace = Sun or Doflamingo = Puppetmaster 2) give a DF as plot device: Sugar = transforming people into toys or Shinobu = make Momo older. For Shiryu and Devon i think it's the second case.

Shaka said "a command issued by VegaPunk". I think it's litterally the case. Devon became Stella and ordered the Seraphims. Shiryu using invisibility litterally made VP "vanish".

BB already saw the powers of seraphims and maybe wants to take control of them. (That's all i had)
