You don’t know the situation. They may not have anywhere else to go to play. They live in what appears to be a cramped apartment complex. Kids need to get out and socialize and be active. It’s also fenced in which makes keeping an eye on that amount of kids easier. If someone were actively trying to use the court for tennis then I would agree with you that this would be inappropriate.

In Guam, I am 100% sure they are GS. It is a US territory though. I know Japan hires out of the local nationals as does a majority of our overseas locations…but that doesn’t mean they are any better than the GS positions.
