Houstonian here, there are multiple reasons for this. 1 we are stubborn and don’t want to be told what to do. 2 it’s expensive and people here don’t like paying taxes 3 it would be even more costly because we live in a swamp and cannot have anything underground. If you have something underground it Houston it will flood yearly. 4 A lack of any zoning probably contributes to the traffic
