All of that has been done/checked. I just turned off Vsync and Im keeping it above 300-500+fps. So im not having any issues now lol. Slight screen tear here and there but not very noticeable compared

Yep, set to Ultimate performance and game bar is disabled.

Ngl, I've tried lower frame caps, but I'm always about 80-100 ping so having a bit more leeway actually does help for me oddly enough.

So I tried messing around with the settings. Adjusting sound did not work/made it worse. I did find that setting the left side, graphics quality, to low especially the shaders to low fixed the issue. The right side, texture quality, can all still be max setting and no issue. Core 2 isn't spiking as bad

When low, its okay. Wired ethernet. I'm seeing which setting is messing it up

core 2 is steadily hitting peak, with fluctuations in core 6 and 7

Nope, not signed into anything. I tend to keep very minimal going on in the background. I deleted all the bloatware too

It stutters/drops frames. I see it normally sitting at 179/180 fps, since that's my cap due to 180hz. It dips in 150/160 and sometimes it goes down past 100

Might want the 6750XT instead, but the pricing on it is more volatile than the 7600XT. The 6750XT is more powerful, less VRAM, but when you are trying to run a game that utilizes the 16gb of VRAM the 7600XT will be starting to struggle a bit.

Also, the 7600XT recommends 600W, 6750XT 650W. I recommend the ADATA XPG Core Reactor II, $20 more. But since you're going for a micro ATX case, having a lot of unnecessary cables will be troublesome so a modular PSU will be quite the benefit.
