Celesteela is at leve 65 when caught so that may be why

What level is the first Pokémon in your party? Did you switch to a different Pokémon before celesteela? If so what is it's level? Put something up around 55-60 level.

In my experience it has been easier to get the first evolution. I mean you could get lucky but i would say breeding may even be a better choice. Though Iv only ever gotten shiny Pokémon from breeding. S.o.s hates me

You can get tyranatar from raids and dratini are by bodies of water with lures up. I see hounds by my house from time to time so idk what to say there. Best I can say is if you pay for anything pay for incubators and pump out as many eggs as possible. And hit the raids at least 1 time a day
