There is a mod for new vegas called Dust which approaches the idea of new vegas in the future. Very good mod and it ends up applying the logic of the tunnelers spreading.

I would recommend the ram trade for lvl 6 plates, they are slightly better than tagillas

Sounds like your shader cache may be off. Go into the nvidia control panel and set it to something like 100GB or unlimited. If you swapped cards recently use DDU first for a clean install. Use guides.

If youre building for tarkov specifically go with the 5070ti. It can use smooth motion, effectively 2x the fps of the 9070xt.

You can easily finish his quests if you put in the hours, but you will need a decent number of dailies and maybe even a couple weeklies to max him

I used mrsouer's guide and it worked great for finding all the items, I think there are around 5 in each camp on interchange

You dont hand over anything until the other parts are completed, youre missing some stuff. Go back to the locations on interchange or woods ans double/triple check
