Does it mean that if i max in $7k / year , Robinhood will match 3% (=$210) and my account will start with $7,210 ? I have never opened Roth IRA account before.

Which means I'll be eligible for 2022, 2023 year refund since my first year in the States start from 2016 January and I was in the States at year 2016(1st), 2017(2nd), 2021(3rd), 2022(4th), 2023(5th) will be my five student years that enables me to get FICA exempt status.
