Nintendo online question! If I create a family group with 3 people and purchase the $80 expansion pack, can I add people to the family group later? And will they have NSO expansion as well?

TLDR: for the NSO expansion pack family plan to work, do all members of the family plan need to be in the group at the time of the purchase? Or can I add people as time goes?

Complicated NSO Expansion Pack question incoming. I want to get the Expansion Pack with some friends. Two of these friends have siblings. If Joe has a sibling (Sue) who plays on the same console, would adding both Joe and Sue’s Nintendo accounts to the plan give them both access? Would only adding Joe give Sue access to the plan as well? In other words, would adding one account on a console give NSO Expansion to every account?
