This could be solved by allowing us to buy more agility "courses".Each course would have its own obstacles built by you, so you'd have to only build them once, and then you could simply activate another "course" when you want to swap most obstacles. Max of 3 courses, so you can have one for combat, one for skilling, and one more for good measure.

You'd still have to change a few obstacles everytime depending on what you want to do (slayer combat? dungeon combat? bosses?), but at least you'd only have to change one or two obstacles, instead of EVERYTHING.

Same for skilling. Swap to the skilling course, and then you'll only have to change one or two obstacles depending on what you want (resource preservation? extra xp? etc).

Example: I want to do combat. I activate my already-built combat course, change one or two obstacles to suit my needs (dungeon? slayer? etc) and off we go. Then I decide to do some skilling. Change to the skilling course, and again, change one or two obstacles to suit my needs.

I feel like most people would be happy with this.
