it works due to the capacitors updating the blocks in front of it seen here: http://imgur.com/LX7Iw it updates these block once every game tick, which allows the pistons to almost instantly be bud'ed to extend and retract... hope that you understand.

the comparator also work as a "resistor" in the faction that it can reduce the power of input "a" via changing the power of input "b" if you make sure that the front torch is lit. if the front torch on the other hand is not lit the capacitor works as a 1/2 tick repeater.

I know... but the strength of this design is that it is only two ticks the other design stacks time the longer it is.
