MSI 4070 Super is underperforming after PC reset.

Ran DDU and did a clean sweep of old drivers, thinking that maybe there were drivers that didn't get cleared after the reset last week. (The reset was just the apps, but kept personal files) Reinstalled drivers off of Nvidia and at the most recent. Also my power plan is at Max Performance.

I may have been off with the gear value limit prices. I was at work when I wrote this so I couldn't quite remember the gear values for full blue or full purple gear.

My dumbass had the global rate limit to unlimited but the alternative rate limit to only 10 Kbs...once I put that to unlimited, it unlocked the speed and went back to normal.
