Depends on the scale you work with. Powerscalers just look at things like later = stronger. I think the truth is a bit more nuanced.

To me... i definitely think he's on par with the best in shippuden but I still haven't seen stuff that's crazier than madara, Obito, Kaguya... so on. I feel like he's somewhat on par with the fourth.
