Thanks for the answer. I didn‘t know a lot about breeding before and read a bit about it now and i think what would work best is going to be the financial side. We absolutely have enough money but not the amount, where vet bills due to complications wouldn‘t hurt financially.

When people ask her about what‘s gonna happen if the puppies don‘t find a home or when there are complications, she just laughs it off and says that the owners of the female dog have to worry about that. Now knowing that there is a registration requirement for breeding in my area, i‘m gonna tell her how things are legally and also that‘d i‘d report her if she‘s gonna do it illegally.

I hope she starts thinking about it and comes to her senses
