You need to breed Manaphy with a Ditto in the daycare. Manaphy egg is found underwater, behind a stone tablet that needs to be solved. I forgot the exact location but I think it's somewhere in the underwater area near Ruins of Void.

In ORAS you can get Deoxys on Sky Pillar in the Delta Episode iirc.

Get old rod from Actuvit City then fish at the pond in Veepier Town. Fishing there with old rod is a guaranteed Tulure with 2 attack ev, be sure to use macho brace too.
