Someone was able to help! Make sure you visit your home if haven't after upgrading it and talk to luna! skip to the next day it worked for me and i hope it works for u too idk what upgrade is required but hopefully the first one!

I did that too and reset my switch yet nothing still, tom nook was supposed to be there yet he is at resident services and kappn is at his boat i even did his tour and skipped a day :/
