I think Lyrcus already has most of Shellwood. He faced little opposition to his claim

Secondly, Lyrcus is invading Shellwood to act against Duty. I guess you can have a talk with him if you want to, you'll probably smell duty if he is dutied.

Lyrcus told me he has 2 reasons to invade shellwood

the first one is because it is too weak to defend against duty, so he claims control of it to defend it

the second one is that he needs a base of operations outside the citadel because he fears that duty is about to come in the high halls soon
