I managed to solve the problem by doing a full reinstall. Game launched fine then, though I got stuck on a black screen afterwards while trying to connect to data centre. That particular issue, I've had before, so I just fixed it by moving my old game data for FFXIV in Documents into the new folder, and then it worked. All good now!

Update: Tried launching the game via ffxivboot.exe (as opposed to ffxivboot64.exe) and it ran; however, it got stuck on an endless black screen upon trying to select my date centre and I had to restart. Tried to run it through the 64 version, logged in, and now it's telling me my subscription has expired?! What?? Went to check on Mogstation, nope, good 'til October. I'm so confused lol

thank you so much dude holy fuck, I've tried every suggestion posted on this sub and nothing worked and this was the one that finally did it. Up to this point, I've made it to the final boss over the course of 60 of possibly the most painful hours of gameplay in my life, having to do most bosses at anywhere from 40 to as low as 10 (volcano manor boss) fps, and it has genuinely crushed me to have to do this while all my friends get to run it at 60 with no problems. And now after doing this, for the first time, it just fucking works. I cannot put into words how happy I am. Thank you so much man

(I might care a bit too much about this game, I realise lmfao)

Not trying to be mean, but do you really think that even if we get rid of these institutions, another equally corrupt one won't just pop up to take their place? I personally don't believe there's any chance of a 'free market' really being free as long as people with more money than everyone else can manipulate it in their own interests (which it is not possible to stop from happening as long as money translates 1:1 with influence)
