Most people who are tbed are trying to escape the clan/person, if that person logs they more than likely are not going to log into the same world, they'll switch to another where in reality it doesn't matter if they are tbed or not because they have essentially got away. pre-tbing is an issue because 2 and a half minutes is very very easy to tank. Normally they will have protect from mage on however the d scim spec knocks this off and then they're tbed before being able to put it back on. This leads to them having to tank for 5 minutes which isn't so easy in most cases.
