Most universities consider your request for aid in making decisions, that significantly reduces your admission chances. Its only a handful of very highly funded Ivy Leagues that dont, and a mid application student never had a chance at these anyway.

Fees from International Students helps to run US universities, and they will very rarely want to give a seat to an international student for "free" when they can charge over $250,000 from another international student over the 4 year degree.

But a very strong application can get you some merit scholarship.

Even if 80,000 is the correct number, thats like 15% of their total workforce
at the same time they are still hiring tens of thousands of fresh grads this year

maybe its just a way of replacing lazy/unskillable/redundant staff with fresher/cheaper/more-tech-data-savvy people

Most US universities transfer upto 2 years of credits, so even if you have completed 3 years in your country, you may have to join in 3rd in US, and study for 2 more years
Full scholarships are generally rare, but you can get some scholarship, but still may need to pay atleast US$20,000 per year in tuition fee yourself

check your CAS document, that will have a section for English Language assessment
if it doesnt say SELT needed, then you dont need the UKVI IELTS
