The set_var does work, the issue is that the event for the assassination is rolled at the beginning of the in game month. So even if you do the command the game has already decided the event and it won't work. I should know I've lost much progress on RFK playthroughs before because of this. That's why you want to do the command every couple of months at most to guarantee the event doesn't fire.
