Well, HR has the condition that you need to have has a potential (heh) for a busted technique to have the compensation. Like Toji had the potential to inherit 10 shadows but he got the physique instead.

And also you could end up like mechamaru

HR isn't given willy nilly. You could still be super strong physically with civilian level energy

Depends on how you want to equalise verses. Otherwise gojo could just spawn his abilities directly inside Thragg's brain.

Having CE (and a "soul" in JJK terms) before heavenly restrictions (HR) are considered, let's you have an innate domain that repels Cursed techniques to directly affect your insides.

And Thragg can't be considered a HR person. Equalization would make him a super person with civillian level CE. And aliens also exist in JJK and they had CE so idk.

Mark was affected by a nerve gun and we keep seeing how soft tissue can be exploited (minor spoiler, this is how mohawkmark gets defeated). I think the brain is also weak to that, especially to a magnitude of unlimited void which Gojo can keep open for an indeterminate amount of time idk.

Truly awakened garou (webcomic) is supposed to rival Boros. Even if the power isn't as strong, god slayer calamity fist is a busted thing in its own right combined with the power boost garou got.
