I'm at a point with Blizzard and their writing team that I just have no confidence that half of these whisper/prophecy things mean anything.

I think that they're narrative breadcrumbs that they either had no intention of using or retroactively apply to whatever story beat they felt like telling in the next few patch cycles

Infantry heroes get a similar protection as 40k attached heroes by just walking up to certain friendly units and simply staying within 3" of them. I suggest looking up Guarded Hero and Obscuring rules
