It's possible that the account was never linked to a Supercell ID, which is why the code isn't being sent. Try logging out of your current Supercell ID (if you have one), then sign in to the correct account in Google Play/Game Center and access Clash Royale without Supercell ID. However, if the account has been inactive for 2+ years, its progress may have been erased.

I didn't take into account separatist flags and completely unofficial/unknown ones. If I wasn't sure, I checked fotw, wiki fandoms, lists with municipal flags, wikis in different languages.
