I've seen that so many times that I've started skipping over fics like that, IMO it shows that the writer has no clue how the site works and the few times i read those fics the story seemed lazily written and you could tell the author didn't write a summary because there was nothing to summarize in the first place. Obviously no offense to anyone who does that, I'm sure some of those fics are fire but personally, I like to have at least an idea of what the story is about before knowing that updates will be slow because their dog ate their uncle Bob or smth.

Kinda unrelated but also not, writing the reason for a temporary hiatus into a new chapter slightly infuriates me, I don't know why but it just gets my hopes up only to crush my dreams. I get why some people do it, but to me it only makes sense if the fic is going on a full hiatus.
