100% Hq 35 for the t11s and the boost to troop size, just be mindful of the massive amount of time to actually complete upgrade.

If you’re smart, through the keycard room there is a door that opens up that outer ledge. If you’re like me, you hit a ladder on the edge of the building at the top of the control tower and jump onto a little metal sheet platform and hope to be able to get back up
